The Minister of Foreign Action and European Union, Meritxell Serret i Aleu, has met this afternoon in Madrid with representatives of the Venice Commission, the advisory body of the Council of Europe that issues non-binding reports. The delegation of experts is in the Spanish state, where they have held meetings with various stakeholders with the aim of preparing a report on the amnesty law. Serret has been responsible for conveying to the members of the Venice Commission the Government’s vision on the amnesty law.

In a subsequent briefing after the meeting held at the Government Delegation of Madrid, the minister has outlined the main ideas she conveyed at the meeting. “Amnesty is the necessary tool to advance towards the second phase of political negotiation,” she said. The minister has emphasized the negotiation route to “return the conflict to the political sphere, from which it should never have left.”

Amnesty must allow us to progress towards negotiations on equal terms,” she said. In addition, the minister added that the amnesty law responds to the recommendations of international organizations such as the Parliamentary Assembly of the Council of Europe.

Finally, Serret has described the meeting as an “opportunity” that has allowed the Government to position amnesty as “a legitimate tool, with broad and diverse democratic support, and internationally recognized”.
